Goals and Objectives
To help reduce recidivism among adult DWI/Drug offenders in El Paso County,
County Criminal Court at Law Number Two developed the DWI Drug Court
Program. The program uses a multi-faceted approach whose objectives include:

- Reducing alcoholism and drug abuse and dependency among offenders;
- Mandatory alcohol/drug treatment for offenders;
- Reducing the overcrowding of prisons;
- Attendance of AA meetings or other support to reduce the groups on a regular basis:
- Completion of the assessed community service hours;
- Intense supervision by the DWI Team (Community Supervision Dept. and Surveillance officer):
- Random drug/alcohol testing.

- Eligibility
- Eligible adults of the DWI Drug Court Program are male and female adults
(17 years of age or older) with DWI offenses (misdemeanor and/or felony)
- Disqualification Criteria
- Adults with outstanding warrants or potential immigration issues and/or problems;
- Offense involving possession, carrying, or using a dangerous weapon or firearm;
- Offense involving death or serious bodily injury to any person, including offenses of a sexual nature;
- Individuals who are physically and mentally incapable of understanding and meeting program requirements.
- About DWI Drug Court Programs
- DWI Drug Court Programs are specialized courts designed to handle adults
convicted of Driving While Intoxicated (DWI) offenses. DWI Drug Court
Programs demand offender accountability by requiring judicial monitoring,
mandatory treatment, and intensive supervision. While many Drug Court Programs
have expanded their programs's to include individuals with DWI offenses,
there are few courts that have established programs dedicated solely for
the DWI offender.
- The DWI Drug Court Intervention and Treatment Program (hereinafter referred to as DWI
Drug Court Program) is the first dedicated specialized court in the region to handle adults
convicted of DWI offenses. The program applies the principles of the traditional Drug Court
Program to alcohol-dependent adults.
- The DWI Drug Court Program is a comprehensive twelve (12) month, four (4)
phase program designed with specific objectives aimed at keeping the
offender drug free and reducing recidivism. Eligible participants of the
DWI Drug Court are adults convicted of a DWI offense(s)
- Program Design and Services
- Phase 1: Focus on Substance Abuse Education/Prevention Duration: 3 months
- Shall register in a DWI education program and Victim Impact Panel (general)

- Shall schedule appointment and blood work for an antabuse/naltrexone assessment within fourteen days of entering the program
- Shall start injesting antabuse/naltrexone no later than 30 days from entering the program(Unless otherwise directed by Doctor)
- No driving privileges unless otherwise directed by the Court
- 8:00 p.m. to 6:00 a.m. curfew (unless attending work/counseling sessions/12-step program meetings)
- Admission in a treatment program based on the on the outcome of a clinical
assessment (shall set-up appointment and commence the counseling within one
week of entering the program)
- Shall attend (36) AA meetings or other 12-step program support group (to start attending within one week
of entering the 12-step program and to attend no less than three AA meetings or other support group per week,
and obtain a sponsor within two weeks into the program
- Shall submit to unannounced Breathalyzer and random observed urinalysis
screening/testing
- Shall appear weekly in court (unless otherwise directed)
- Shall report to Community Supervision Officer - once a week (unless otherwise
directed)
- Shall complete1/4 of assessed community service hours
- Shall remain crime-free during this phase
- Phase 2: Focus Substance Abuse Relapse Prevention Duration: 3 months
- Shall attend AA meetings or other support group (to attend no less than (3) AA
meetings per week and in current contact with sponsor
- Shall comply with treatment program requirements/appointments
- Shall obtain employment (unless otherwise directed by the Court)
- 9:00 p.m. to 6:00 a.m. curfew (unless attending work/counseling sessions/AA
meetings)
- Shall submit to unannounced Breathalyzer and random observed urinalysis screening/testing
- Shall appear biweekly in court (unless otherwise directed)
- Shall report biweekly to the Community Supervision Officer (unless otherwise directed)
- Shall complete 1/4 of assessed community service hours
- Maintain payments toward restitution program probation and other fees
- Shall remain crime-free during this phase
- Shall appear monthly in court (unless otherwise directed)
- Shall report biweekly to community service hours
- Shall remain crime-free during this phase
- Phase 3: Focus on Sobriety Structures Duration: 3 months
- Shall participate in a Victim Impact Panel (Specialized Class)
- Documented participation in an outside support group/12-step program (i.e. AA
meetings) with a sponsor
- Shall attend one aftercare meeting weekly (unless otherwise directed)
- Shall submit to unannounced Breathalyzer and random observed urinalysis
screening/testing
- Shall sustain employment or attend GED classes (unless otherwise directed by the Court
- 10:00 p.m. to 6:00 a.m. curfew (unless attending work counseling sessions/AA meetings)
- Maintain payments toward restitution program probation and other fees
- Phase 4: Transition and Sobriety Maintenance Duration: 3 months
- Individualized aftercare/continuing care plans will be written with imput
from the community supervision officer and the graduate, and presented
to the Team during the staffing session. The purpose of the plan outlines
goals and objectives for the graduate to complete during aftercase
phase. The graduate will continue to report to their assigned community
supervision officer on a monthly basis, just as in Phase 3 of the program,
for a period of (3) three months. Once the participant has met the
minimum aftercare completion requirements, the community supervision
officer/Case Manager will make a recommendation of release to the Team
and the client will be scheduled for a final court appearance.

- Submit to unannounced Breathalyzer and random observed urinalysis screening/testing
- Shall report biweekly to community supervision officer (unless otherwise directed)
- Shall appear monthly in court (unless otherwise directed)
- 10:00 p.m. to 6:00 a.m. curfew (unless attending work/counseling sessions AA meetings)
- Shall have completed GED program or have sustained employment (unless otherwise directed by the Court
- Maintain payments toward restitution program probation and other fees
- Shall complete 1/4 of assessed community service hours
- Shall remain crime-free during this phase
