  • The Land Use and Subdivision/Plat Compliance Section of the General Counsel Unit assists the El Paso County Commissioners Court, the County Planning Department, and the Health and Environmental District to regulate land use and colonia development to protect the health and welfare of the community outside of municipal limits.
  • The Unit provides legal advice and assistance in the enforcement of the:

  •  -Texas Water Code,
  •  -Texas Health & Safety Code,
  •  -Texas Property Code,
  •  -El Paso subdivision platting requirements, and
  •  -El Paso County Sewage Facility Order.
