Testing locations are drive-thru sites and will be open to people with or without symptoms on a first come, first serve basis. No appointments are required. Testing is free and available to all members of the community.

Religious Services

For the health of the community, the County strongly urges congregations and religious leaders to perform all services remotely and abide by all applicable CDC guidelines, which may include cancellation of faith-based gatherings of any size during a “Substantial” level of community transmission as defined by the CDC. Nursing Homes and Residential Living Facilities

Nursing homes, state supported living centers, assisted living facilities, and long-term care facilities are to minimize the movement of staff between facilities whenever possible and limit unnecessary visitors as determined through the Governor’s Report to Open Texas. Public & Private Gatherings

Pursuant to the Governor’s Executive Order GA-18, every person in Texas shall, except where necessary to provide or obtain essential services or reopened services, minimize social gatherings and minimize in-person contact with people who are not in the same household. All public and private gatherings of any number of people are still prohibited. However, nothing in this Order prohibits the gathering of people who currently live in the same home or dwelling unit.

Parks and Recreational Areas

County parks will remain closed except for use of designated walking paths that exist adjacent to streets, parks, or within parks. State parks, including the Franklin Mountains State Park and Hueco Tanks State Park and Historic Site shall remain closed until further directed.

Outdoor public areas and activities that are closed and therefore restricted throughout El Paso County:

  • All parks
  • All swimming pools
  • Recreation areas and facilities
  • Tennis and basketball courts
  • Hike and bike trails
  • Any use of the area known as “Red Sands” located near 15698 Montana Avenue
  • Any use of the area near Socorro Independent School District Student Activities Complex (“SAC”) located near 1300 Joe Battle Boulevard
  • The use of any and all type of recreational vehicle at any outdoor area listed here

Please take note.

Bars, gyms, public and private club swimming pools, interactive amusement venues such as bowling alleys and video arcades, massage establishments, tattoo studios, piercing studios, or cosmetology salons shall remain closed, except to carry on Minimum Basic Operations.

All public museums and public libraries throughout El Paso County shall remain closed.

What Businesses are Open?

Retail Services (Retail-To-Go)

In store retail services, for retail establishments that operate at up to 25 percent of the total listed occupancy of the retail establishment. Click Below for Minimum Standard Health Protocols for Retailers and Retail Customers.












Restaurants

Dine-in restaurant services, for restaurants that operate at up to 25 percent of the total listed occupancy of the restaurant.

This applies only to restaurants that have less than 51 percent of their gross receipts from the sale of alcoholic beverages and are therefore not required to post the 51 percent sign required by Texas law as determined by the Texas Alcoholic Beverage Commission.

Movie Theaters

Movie theaters that operate at up to 25 percent of the total listed occupancy of any individual theater for any screening. Click below for Minimum Health Standard Protocols for Movie Theaters and Movie Theater Customers.












Shopping Malls

Shopping malls that operate at up to 25 percent of the total listed occupancy of the shopping mall.

Please note that, within shopping malls, the following areas remain closed until further ordered.

  • Food court dining areas
  • Play areas
  • Interactive displays and settings

Outdoor Recreation

The following activities are allowed so long as the necessary minimum health standards are adhered to.

  • Fishing
  • Hunting
  • Walking
  • Jogging
  • Bicycling
  • Outdoor sports
