  • Proper Usage Per User

    Proper usage of the JIMSSEARCH web module is described as the average hits, or searches, per minute that an individual can achieve at any time. This can also be applied to a single Public IP address that will be registered or interpreted as a user accessing the JIMSSEARCH web module. On average, a user or individual can search for a record at the rate of 2-3 searches per minute. This translates to 120-180 hits/searches per hour by an individual or from a single IP address. This average, if multiplied by several users, can translate into hundreds to thousands of hits per hour and while it may seem like a low number, it allows room for several users to access the site at the same time without suffering lag or slowness.

    Actions Taken During Misuse

    If an IP address is found to misuse or over step the guidelines set in this document, the following actions will be taken by ITD in order to protect against such misuse. Close monitoring of external web traffic will be kept.

    1.First Offense
    IP will be blocked until user contacts ITD, accepts acceptable usage guidelines, ensures issue will not re-occur and IP is registered. IP will be re-established one week after user contacts ITD.
    2.Second Offense
    IP will be blocked until user contacts ITD and provides proper explanation, documentation as to why this incident has re-occurred. Once ITD establishes that the IP will no longer be a threat, the IP will be re-established after a period of one month.
    3.Third Offense
    IP will be blocked by ITD with the possibility of permanent blockage by El Paso County ITD after a review.
