 Crime Stoppers Crime of the Week.”

On Thursday, February 17th, 2011, at 7:00 A.M., Crimes Against Persons gbadgepatch_0046BFAEdetectives were called to assist officers from the Mission Valley in reference to a suspicious death. The deceased was found lying off an irrigation ditch road about 100 yards west of the 300 block of Nevarez by two elderly men on their usual morning walk. The body showed signs of obvious serious trauma. The victim had no identification but was identified through fingerprints as Juan Jose Esquivel, age 33 (Deceased).

Investigators are still trying to determine what places (bars, restaurants, etc.) the victim may have visited and what persons he may have met in the hours prior to his death.

Prescription_Drugs_thumb2EL PASO, TEXAS On Saturday, April 30, 2011 from 10 a.m. to 2 p.m. the El Paso County Sheriff’s Office and the Drug Enforcement Administration (DEA) will give the public another opportunity to prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs.

Last September, Americans turned in 242,000 pounds—121 tons—of prescription drugs at nearly 4,100 sites operated by the DEA and more than 3,000 state and local law enforcement partners.

This initiative addresses a vital public safety and public health issue.600px-US-DrugEnforcementAdministrati Medicines that languish in home cabinets are highly susceptible to diversion, misuse, and abuse. Rates of prescription drug abuse in the U.S. are alarmingly high, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that their usual methods for disposing of unused medicines—flushing them down the toilet or throwing them in the trash—both pose potential safety and health hazards.

EP-SHERIFFF-patch-color-small2_thumbFour days after last fall’s event, Congress passed the Secure and Responsible Drug Disposal Act of 2010, which amends the Controlled Substances Act to allow an “ultimate user” of controlled substance medications to dispose of them by delivering them to entities authorized by the Attorney General to accept them. The Act also allows the Attorney General to authorize long term care facilities to dispose of their residents’ controlled substances in certain instances. DEA has begun drafting regulations to implement the Act, a process that can take as long as 24 months. Until new regulations are in place, local law enforcement agencies like the El Paso County Sheriff’s Office and the DEA will continue to hold prescription drug take-back events every few months.

shirtsEL PASO, TEXAS – The El Paso County Sheriff’s Office recently received various complaints in reference to disturbances at Ascarate park located at 6900 Delta, El Paso County, Texas. The park has a golf course, a lake, and many areas for recreation and picnics. The park has posted signs prohibiting the consumption of alcohol within the park.

The Sheriff’s Office received several complaints regarding alcohol consumption within the park & several other complaints ranging from loose pitbull dogs, illegal narcotics activity (dealing and using), physical confrontations (assaults), intoxicated individuals disturbing & vehicles being driven recklessly. There have also been several complaints of gang activity as gang members congregate & disturb families who frequent the park. 

As a result of these mounting complaints, the Sheriff’s Office Strike Team / Gang Unit / K-9 Unit / Animal Control & Deputies from the Patrol / Community Services Division conducted recent operations at the park. The dates of the Operations were on April 10, 17 & 24 - 2011 (Sundays). The hours of the Operations began at 10am & concluded at 10PM.

Future similar operations are to take place at the park, the dates & number of officers utilized will not be revealed so that the upcoming operations will maintain their effectiveness.

Results of the Operations:

Felony Arrests: 2

Misdemeanor Arrests: 12

Felony Warrants cleared: 2

Misdemeanor Warrants cleared: 78 (PD and SO)

Citations Issued: 125

The team was designed to target specific crime patterns and trends and to implement a plan to cease the crime pattern. The team works in both plain clothes and uniformed operations. Some of the areas of operations of the team are burglary suppression, auto theft suppression, graffiti, gang identification and suppression, environmental crimes, DWI enforcement, warrants round-up, underage drinking, animal related offenses, criminal interdiction, street level narcotics, and other illegal activity.

Deputy2_3B39DA16_thumb3EL PASO COUNTY, TEXAS-  Late Saturday night 04-23-2011 at approximately 9:00 PM, Sheriff’s Deputies were called to the county line at Anthony TX / Anthony, NM in reference to a violent assault that had just occurred. Deputies made contact with a 41 year-old woman (Victim) who told Deputies she had just been violently assaulted by her boyfriend. The Victim told Deputies that on this date at about 8:45 PM, she was arguing with her boyfriend at a residence in the 7000 block of Kiely Rd. in Vinton, TX. The boyfriend proceeded to assault the Victim punching her several times with closed fists causing her pain. During the assault, the boyfriend covered her mouth preventing her from breathing & threatened the Victim while yielding a knife. The Victim managed to get away & flee to a family members residence where she called 911. A medical evaluation of the Victim by ambulance services indicated she had suffered a broken arm. A Protective order has also been placed against the boyfriend.

Deputies located the boyfriend at the Kiely address &  placed him under arrest AGGRAVATED ASSAULT W/ A DEADLY WEAPON. He was identified as DANIEL SAPIEN (30) of Vinton, TX. He remains incarcerated at EPCDF under a $15,000 BOND.

El Paso, Texas – On Sunday, April 17, 2011 – a Crime Victims Memorial Event was held at the Crime Victims' Memorial Reading Garden Pavilion located at 601 Yarbrough El Paso, TX. Several advocates & survivors of crime victims who have died as a result of violent crime, drunk driving crashes to include law enforcement officers killed in the line of duty were on hand. Over 1300 victims whose names appear on the Crime Victims' Memorial were read, including 61 additional names added since last year's event. Several names included are El Paso residents murdered as a result of the drug violence in Juarez last year.

During the event, the Crime Victims Right Council honored El Paso County Sheriff Richard D. Wiles with the Donna Villareal-Ruiz Award for his support of crime victims’ rights and advocacy in the community.

CRIMESCENEEL PASO COUNTY, TEXAS- This week’s MANHUNT MONDAY Most Wanted Fugitive is an individual wanted for the murder of a homeless woman. The target is identified as MICHAEL ELIJAH ADAMS (43).

MARCH 2011: On March 15, 2011, a shallow grave was found by a motorist in a vacant gbadgepatch_0046BFAE_3E10BFE1lot located at 9580 N. Loop El Paso, TX (Lower Valley). In the shallow grave, the body of 51-year-old Venus Sloan Driscoll was found covered by dirt & brush. Investigation revealed Driscoll was last seen in the company of MICHAEL ELIJAH ADAMS (43). Detectives from the El Paso Police Department Crimes Against Persons Unit have obtained an arrest warrant for MICHAEL ELIJAH ADAMS in the murder of Venus Driscoll who died due to blunt force trauma to the head. Investigators have determined that ADAMS acted alone in the murder.

MICHAEL ELIJAH ADAMS has distinct tattoos of railroad tracks next to his right eyebrow, "SSC" on the right side of his neck, “CREW” on one of his forearms & “FREIGHT TRAIN RIDERS OF AMERICA" on his collar bone. 

ADAMS is 5 feet, 10 inches tall, weighs 150 pounds and has brown hair and green eyes.

ADAMS is now on the run may have left the El Paso area after murdering Driscoll. He is wanted for the offense MURDER under a $5,000,000 BOND.

On Thursday, March 24th, 2011, about 10:20 P.M., 46-year-old Jorge Campa, address unknown, was crossing Paisano Drive near Piedras when he was struck by an unknown motorist heading west on Paisano. Mr. Campa was pronounced dead at the scene.

Based on evidence found at the scene, the vehicle is believed to be a white 2002-2006 Chevrolet Avalanche which should show damage to the front left and has a broken fog light cover. This was the 18th traffic fatality of 2011, compared to only 13 at the same time last year; and it was the 6th pedestrian fatality, compared to 5 at the same time last year.

Deputy2_3B39DA16EL PASO COUNTY, TEXAS-  Early Wednesday morning 04/20 at 10:48 am, Sheriff’s Deputies were checking 2 juveniles in the 7900 block of Keily, El Paso County, Texas, when they were flagged down by a Truant Officer for the Canutillo School District who was near the area. The Truant Officer provided authorities information on the possible whereabouts of several juveniles who were absent from Canutillo High School without authorization. Deputies checked the property & heard several noises emitting from within a building located within the property. Deputies located over 20 juveniles within the building in 2 separate rooms & also noticed a distinct smell of burning marijuana coming from inside.

While searching for more juveniles, Sheriff’s Deputies located two baggies & a rolled paper with marijuana inside. Deputies also located several prescription pills on site.

None of the juveniles claimed ownership of the found narcotics. Canutillo ISD District Officials working closely with Sheriff’s Deputies identified each of the juveniles. Arrangements made through the Canutillo Independent School District had the majority of the 22 juveniles transported back to school by a district bus, under the supervision of the Truant Officer. The Non-Canutillo ISD students were turned over their parents who were called to the scene. Deputies issued citations to several of the juveniles for possession of tobacco products (Case #’s 2011-02311 / 2011-02308).

22 Juveniles were located (All ages ranged from 14-17):

  • 15 juvenile males / 7 juvenile females were found on the premises

  • 9 cited for Possession of Tobacco Products

  • 4 oz. of Marijuana were recovered at the scene

  • 54 light orange colored pills identified as Hydrochlorothiazide and Lisinopril (Prescription medications - an ACE inhibitor controlled substance used for hypotension and water retention).

shirtsCOLORADO SPRINGS, COLORADO - On Wednesday 4-20-11 at 3:00 PM, Sheriff’s Office Strike Team Deputies acting on a Crime Stoppers tip attempted to locate Fugitive JAMES OLEN WORTHAM (34) at a residence in Northeast El Paso, TX. WORTHAM had an outstanding criminal warrant for AGGRAVATED ASSAULT W/ DEADLY WEAPON (Bond $100,000). Strike Team Deputies did not locate WORTHAM at that location but were able to develop other leads that possibly placed him living with a girlfriend in Colorado Springs, Colorado. Strike Team Deputies made contact with the Colorado Springs Authorities & provided all pertinent information on WORTHAM . Late Wednesday afternoon at about 5:30 PM, Colorado Springs (CO) Police Department were able to locate and apprehend WORTHAM . He he was booked into the El Paso County (CO) Criminal Detention Center awaiting extradition back to El Paso, TX.

JAMES OLEN WORTHAM was listed as one of Crime Stoppers of El Paso Most Wanted for  the Sheriff’s Office & was profiled on December 25, 2010.

MHMTMEL PASO, TEXAS- After being profiled as today’s MANHUNT MONDAY fugitive 04-18-11 (see here…) – RUDY GONZALEZ JR. (42) was captured this morning at 11:15 am after EPPD Officers received a Crime Stoppers tip on GONZALEZ JR.’s whereabouts in Central / West El Paso. RUDY GONZALEZ JR. was taken into custody without incident.

The El Paso Police Department will be releasing the details of his capture at a later time – stay tuned for that.

RUDY GONZALEZ JR.’s arrest marks the 76th MANHUNT MONDAY capture out of 122 Fugitives profiled.

UA POLOFABENS, TEXAS-  Early Monday morning at about 1:00 AM, Sheriff’s Deputies were called to a residence in the 15000 block of Alameda, Fabens, TX (just outside of Clint, TX) in reference to an intoxicated male subject inside a residence with possible weapons. According to the caller, the subject was threatening people at a gathering held at the residence. 

Deputies along with the assistance of United Stated Border Patrol Agents arrived on scene minutes later & confirmed the same information relayed from dispatchers about a male subject on site threatening individuals while holding a rifle. Additional information received indicated the subject was behaving violently & was highly intoxicated.

Deputies attempted to make contact with the subject who slammed the front door shut as Deputies approached telling authorities no one was going inside. Suddenly, possible gunshots were heard emitting from inside the home in the direction of the Deputies / Agents. Authorities on site quickly took cover & set a perimeter around the home. The Sheriff’s Office Special Weapon & Tactics Team (SWAT) was summoned to the scene.      

As SWAT Operators & Crisis Negotiators began arriving to the scene, the subject exited the residence through the front doorway holding a rifle. After a brief stand off, the subject lowered the rifle pointing it towards the direction of SWAT Operators / USBP Agents. At that instance, shots were fired and subject was fatally wounded. El Paso County Sheriff’s Office Crimes Against Persons Detectives responded to the scene & are continuing with the investigation.

The 46 year-old Deceased Suspect will not be identified at this time as an investigation continues.

  • The shooting is also being reviewed administratively by EPCSO Internal Affairs Division.
  • The Sheriff’s Office SWAT Operators involved in the shooting will not be identified at this time & have been placed on administrative leave with pay pending the outcome of the investigation.
  • The total amount of rounds fired by the Deputies will not be released at this time as the investigation continues. An Autopsy is scheduled for a later date.
